Global Microsoft 365 or Microsoft 365 operated by 21Vianet?
Companies in China can use two separate Microsoft 365 clouds. The right choice depends mainly on where your headquarters tenant is and where your data must stay.
Global Microsoft 365
Operator: Microsoft.
Data location: Microsoft's global data centers, by tenant region.
Tenant and identity: can be part of your group's global tenant.
Collaboration with HQ: same tenant, so Teams, SharePoint and mail are shared.
Access from China: crosses the international internet; usually needs optimized, compliant connectivity.
Features: full global feature set.
Purchase: Microsoft or Microsoft partners.
Typical fit: subsidiaries that must stay in the group tenant.
Microsoft 365 operated by 21Vianet
Operator: 21Vianet (世纪互联), under licence from Microsoft.
Data location: data centers in mainland China.
Tenant and identity: separate cloud and separate tenant; cannot join a global tenant.
Collaboration with HQ: cross-cloud collaboration is limited and needs extra setup.
Access from China: local access inside China.
Features: a subset; some features arrive later or are not offered. Check Microsoft's documentation.
Purchase: 21Vianet and its partners, with RMB invoicing.
Typical fit: China-focused companies, or data that must stay in mainland China.
DELine is a Microsoft CSP partner and supplies both global Microsoft 365 and Microsoft 365 operated by 21Vianet, together with tenant setup, migration and the network needed to use global Microsoft 365 from China. Licence prices follow Microsoft's official list prices: see Microsoft's comparison of the China and global versions and global business plans. Rates for non-SLA service work are on our price page.
Microsoft 365 and Azure in China – frequently asked questions
Should a China subsidiary use global Microsoft 365 or the 21Vianet version?
If the subsidiary must share mail, Teams and SharePoint with headquarters, it normally stays in the group's global tenant. If data must remain in mainland China or the company works mainly in China, the version operated by 21Vianet can fit better. The two clouds are separate tenants.
Can we move from one Microsoft 365 version to the other later?
Yes, but it is a migration between separate tenants, not a switch. Mailboxes, files and Teams data have to be moved and users set up again, so plan it as a project.
Why is global Microsoft 365 slow in our China office, and what fixes it?
Traffic to Microsoft's global data centers crosses the international internet from China. A licensed, optimized network path such as DELine's Fastlane SD-WAN usually improves Teams and SharePoint performance.
Can we use Azure OpenAI in China?
Yes. DELine provides Microsoft Azure OpenAI Service on global Azure for companies in China that cannot use OpenAI's services directly.
Can DELine help with Microsoft Teams calling in China?
Yes. Where Microsoft Teams Calling Plans are not available, DELine connects Teams to existing phone numbers through Direct Routing with a cloud SBC.
